As christoc said. Update to SP2. The problem is that you have too many dll files Remove all dll files you dont need and then you r ready to play. I'm running Vista Premium.

Great answer! The problem I see here is that Vista has a reputation for not playing nice with games and since there is no REAL documented fixes, I don't know whether Valve, Steam or Microsoft is at fault.

All I did were delete the two Steam files in System Days of shit to deal with.

Uninstalling steam, uninstalling games, messing with the launch options, tags, upgrading shit, relocating dll, and more. What a pain in the ass. I was using spyware doctor and once I turned on game mode it was let me play CSS. It was giving me the same error with and saying it was unable to use that file. Confirmed for me on cs-source. Delete or cut if you wish the contents out of the bin folder, and then if you havent already exit steam, restart and try and run the game it will re download the dll's and ta-da youre back in business. And some program installers will also run in to issues when changing it. So yes you can change it and no you should not do it unless you like breaking Windows.
