I have this identical issue. I tried the first suggested fix, the troubleshooter identified a problem and reported it as "Fixed". I did the steps and rebooted twice in a row. I cannot perform a clean boot. Windows 10 no longer recognizes my admin password, and only recognizes my "picture password".
